Property Registration
Overview
According to City of Youngstown Ordinances, all rental properties (Ord. 546.11) and vacant properties (Ord. 546.14) in the City are required to be registered annually. In addition, all foreclosure actions on properties (Ord. 546.09) in the City are required to be registered. Fees are assessed for non-compliance. These Ordinances are in place to ensure that every City resident has safe and sanitary housing, to protect the health, safety, and welfare of City residents, to prevent blight, to protect property values, and to avoid the creation and maintenance of nuisance properties.
Rental Properties
As of June 1, 2010, the City Of Youngstown is requiring all rental properties to be registered. Please fill out the Rental Property Registration (RPR) Form for each rented property and return it, along with the fees for each unit, to the Finance Department of the City of Youngstown by
October 6, 2010. The fees (as of January 1, 2013) are as follows: $40.00 per single unit property. If you own a multi-unit property, the fees are $40.00 for the first unit plus $25.00 for each additional rental unit that is in that building. Upon completion and return of the form and fees, you will be issued a provisional license.
All properties are subject to inspection. If the property is found to be in compliance with the Rental Property Registration (RPR) ordinance, you will be issued a Rental Property License. Whether you have a Rental Property License or a Provisional License, you will be required to renew the license every year. The renewal fees are the same as those outlined above.
If the property is not in compliance with the Rental Property Registration ordinance upon completion of the inspection, the owner must make repairs and have the rental property re-inspected within 60 days. The cost of re-inspection is fifty dollars ($50.00). If after the re-inspection the property is still not in compliance, the owner may be ordered to pay up to $100.00 per inspection until the property meets the RPR ordinance standards. The fee for a third (and any subsequent) inspection is $100.00. Below you will find the inspection checklist. Please take the time to check your units before the inspector arrives. Any property that does not meet the standards outlined in the RPR ordinance is subject to license denial, revocation, suspension or non-renewal. The penalty fee may be up to $100.00 for units that are rented without a valid rental license or provisional license.

Vacant Properties
The cost for Vacant Property Registration is $100.00 per property per year. However, if vacant property owners comply with the following conditions, the City will waive the $100.00 registration fee for the first year. If the property is not secured and maintained at any time, the owner is subject to non-compliance fees as well as the $100.00 registration fee.
In order to avoid the $100.00 Registration fee and additional non-compliance fees the
vacant property owner must:
- Secure the property – all doors and windows
- Ensure that the property is free of trash and debris
- Make sure that the lawn is properly maintained (not longer than 6 inches in height)
- Make certain the property address is clearly visible
As long as the above conditions are met and maintained and the owner registers the property with the City of Youngstown by August 10, 2012, the $100 (one hundred dollar) registration fee will not be charged to the owner for the first year of the Vacant Property Registry program.
It is the responsibility of the property owner to maintain the lawn and make sure that the structure is secure. When the City must maintain the lawn or board up a structure, the owners of the property are charged for the work. When the owner does not pay the bill, the case is turned over to a collection agency.
The owner is required to register any vacant properties every year. The fine for nonregistration is $50.00 per day until the property is registered. The purpose of this program is to help protect the health, safety and welfare of the citizens by preventing blight, protecting property values and avoiding the creation and maintenance of nuisance properties.
