Overview

How are the spending priorities determined?

The priorities are established through an extensive community involvement process, which includes citizens, neighborhood organizations, businesses, elected officials, and Community Development and Planning Department teams. The program is designed to allow the City to determine how best to meet the needs of its low- and moderate-income residents.

What type of funding does the City receive and how can it be used?

Community Development Block Grant (CDBG) is a federal grant to the City of Youngstown from the U. S. Department of Housing and Urban Development (HUD). The funds are provided to the City to enable the development of a viable community by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. A limited amount of this funding may also be used to support social development programs.

The HOME Investment Partnership Grant (HOME) is also a federal grant from HUD. The eligibility criteria is much the same as that of CDBG, however HOME funds are restricted for housing and housing related activities only.

The Emergency Shelter Grant (ESG) is the third federal grant the city receives from HUD. This small grant is strictly limited to funding activities directly related to homelessness or the prevention thereof.

The Mission of the Community Development Agency is to positively impact the quality of life of the residents of the City of Youngstown. We will remain sensitive to the needs and concerns of our residents. We will efficiently and effectively administer resources to help eliminate slums and blight in our neighborhoods; foster suitable and positive living environments; and expand economic opportunities in our community. We will also multiply these resources by partnering with organizations whose activities contribute to our mission.

We recognize that we exist to provide “quality of life” services to the citizen’s of Youngstown. We will provide those services in a manner that is fair, consistent, compliant, and professional while continually affording our Citizens the dignity and respect that they deserve.

The Community Development Agency is charged with administering the City of Youngstown’s annual entitlement grants from the U.S. Department of Housing & Urban Development. The amount of funding is based upon the city’s census and demographical information. Presently, the annual amount received is approximately $6 million. The funds are intended to address the priorities established in the City’s Five-Year Consolidated Plan, which is a sub-segment of the City’s Youngstown 2010 Citywide Plan. William D'Avignon

William D’Avignon was appointed as Community Development Agency (CDA) Director on June 12, 2006 by Mayor Williams. He will be overseeing both the Community Development Agency and the City’s Planning Department.

Mr. D'Avignon has been employed with the City of Youngstown since June of 1992.
