The Building Inspection Division is part of the Public Works Department. Its primary responsibility is to insure that all residential and commercial building construction within the City is carried out in a safe manner, and in conformity with both State and Local Building Codes. These responsibilities are carried out through the review of all drawings submitted to the division, the issuance of building permits for approved drawings, and the on-site inspection of building construction work in progress. The Division’s responsibilities also include the issuance of separate permits for electrical, plumbing, and Heating Ventilation, and Air Conditioning (HVAC) work performed on new and existing buildings.
The Building Inspection Division has a registration requirement for all specialty contractors (heating, ventilating, air conditioning, refrigeration, electrical, plumbing and hydronics.) Individuals and businesses performing work in the City of Youngstown must hold a current registration. The application packet is available in the Forms section (see below).
Employees of the Building Inspection Division also coordinate their activities with several other City departments such as Planning and Zoning, Fire Inspection, Demolition, and Engineering.
